Manager, Project Planning and Support
September 1979 - June 1980

I was responsible to the Manager, Development Engineering, for costing, scheduling and tracking of all projects within the subsection. Administrative responsibilities included interviewing, hiring, performance appraisals, and salary / promotion decisions for two exempt planners and three secretaries.

During this period I was also assigned as the Project Manager for the development of a computerized Cost Estimating and Analysis System for a USAF customer. I worked with the customer to define the scope of the project, prepared a proposal, secured project approval, and led the initial design and development activities. As part of this project a unique software cost model that dynamically predicted future project costs based on past performance was researched and developed.

Project Engineer
April 1975 - September 1979

I was responsible to the Program Manager for all planning and control activities associated with the development, maintenance, and operational support of a large software-based satellite command and control system in use at the Air Force Satellite Control Facility. Approximately 40 to 50 engineers and programmers were involved in this project. My specific responsibilities included development of project plans and schedules, coordinating activities among the functional organizations, monitoring and measuring achievements, reporting current status to company and sponsor management, reviewing products prior to delivery, and maintaining project records.

I was given numerous special assignments during this period including participation in more than a dozen proposal efforts, serving as overall proposal manager and technical volume manager on three occasions. In support of the Software Technologies organization I participated in the development of a division-wide Software Engineering and Management System with major contributions in the areas of software cost estimation and software quality assurance. I completed a six month study for the Air Force to develop a methodology for software cost estimation which was subsequently adopted for use. I also developed a training workshop for the Naval Air Systems Command entitled "Quality Computer Software" and presented it at several of their facilities.
